Enclosure //.

Copy.

Sir,

18

H. B. M.'s Consulate General, Shanghai, 25th May, 1922.

In Your Excellency's letter of the 4th instant you

stated that you were prepared to refer the case of Mademe Kupach to the Secretary of State for the Colonies provided

you were supplied with sworn evidence of certain facts

regarding her marriage and present status.

I now have the honour to enclose a copy of a letter from the lady in question covering an affidavit sworn by her at this Consulate-General and supported by three

certificates from the German Consulate-General as to ber

marriage with F. V. R. Kupech, his death and intestacy and

the share of his estate that is due to her under German Law.

As regards her intention to resume French

nationality she has produced to me a passport dated July 19th, 1920 issued to her by the French Consul-General in

Shanghai, stating that she is a French protegse pending her resumption of full French nationality.

All the evidence required by Your Excellency thus

having been produced, I trust that it will be possible to obtain an early release of a portion of the funds under the control of the Custodian of Enemy Property, and if it is possible for Your Excellency to give a decision in the matter without the delay of referring to London, I venture to hope that you will do so, as I feel that the case is a

deserving one,

I have, ko.,

(Bd.) C. F. Garstin,

Acting Consul-General,

P.B. Since writing the above I have received Your Excellency's telegram of the 26th instant stating that you are authorised to release 15000 subject to the concurrence of His Majesty's' Minister, which I am now writing to

obtain.
